Obama didn't consult congress before attacking Libya

Rumsfeld has alluded to this: That Obama does not even know what is in the constitution: That he indeed needs permission from congress before starting a war. Even Bush got permission before going into Afgh and Iraq.

Is ignorance of the law an excuse? Nope!
