Easy.

• If you love government and are afraid of freedom, you give him an "A"
• If you love freedom and fear government, you give him an "F"

Simple as that.

Let's do the same for Bush:

• If you love government and are afraid of freedom, you give him an "C"
• If you love freedom and fear government, you give him an "C"

Let's do the same for Clinton:

• If you love government and are afraid of freedom, you give him an "B"
• If you love freedom and fear government, you give him an "D"

Let's do the same for Reagan:

• If you love government and are afraid of freedom, you give him an "D"
• If you love freedom and fear government, you give him an "B"

This is fun! 

Unfortunately we have to go all the way back to Jefferson to score an "A" on freedom.
