It's pretty well documented and in the words of GW Bush himself that the recession occurred because of the lack of regulation enforcement.

Here's my analogy...

The Democrats brought a gun (CRA) to a fight, and the Republicans brought a knife (Regulation). That knife won't be able to stop the gun because zero-money-down loans is just plain stupid, and was sure to blow up sooner or later. Worse yet, the Democrats used their gun when they shot down any attempts at overhaul (the knife) of Fannie/Freddie.
